The floating fan platform and the hydrogen production system are organically coupled from the aspects of functions and structures, sharing of a floating supporting structure, a mooring system and a power grid system for wind power and hydrogen production is achieved, the cost of power transmission submarine cables is saved, and the power generation cost is reduced; the position of the buoyancy center is adjusted through ballast water in the annular buoyancy platform, the overall gravity center can be lowered through the balance platform, heaving motion of a draught fan is restrained, the stability performance of the structure is improved, the movement performance of the floating type draught fan platform is improved, and safe and efficient operation of the offshore draught fan and a hydrogen production platform is guaranteed.
