An image acquisition device is arranged on the unmanned ship and is used for acquiring image data in ship navigation; the VR glasses are in communication connection with the image acquisition device, are worn by an operator and are used for receiving image data returned by the image acquisition device; a signal receiving and transmitting module and a head action tracking module are integrated in the VR glasses; the head action tracking module is used for generating an action command under the condition that the head moving action of the operator is detected; the signal transceiving module is used for sending the action command to the image acquisition device, so that the image acquisition device executes a steering action according to the action command; and the remote control device is in communication connection with the unmanned ship and is used for sending a control instruction issued by an operator to the unmanned ship, so that the unmanned ship travels according to the control instruction. According to the scheme, unmanned water gauge observation can be realized.
