The invention relates to the technical field of underwater vehicles, and discloses a rudder and an underwater vehicle wherein the rudder comprises: a steering engine mounted in a pressure-resistant cabin of the underwater vehicle; the bracket is mounted on the pressure-resistant cabin body; the rotating shaft is rotationally installed on the support, the rotating shaft extends in the longitudinal axis direction of the underwater vehicle, and the first end of the rotating shaft is in transmission connection with a steering engine; one side of the rudder sheet structure is connected with the rotating shaft, and the other side of the rudder sheet structure is fixed to the support; the steering engine drives the rotating shaft to rotate, and the rotating shaft drives one side of the rudder sheet structure to rotate synchronously. The rotating shaft for driving the rudder sheet structure to rotate extends in the longitudinal axis direction of the underwater vehicle, so that the steering engine can be arranged in a pressure-resistant cabin of the underwater vehicle, a sealing structure of the steering engine does not need to be additionally arranged, and the structural arrangement of the underwater vehicle is simplified.
