In order to be able to measure the velocity of a moving body with high accuracy by suppressing the influence of installation height, this velocity measurement device is provided with: a radar unit that detects a moving body moving along a road and outputs a detected value rm of distance, a detected value theta m of azimuth angle, and a detected value Vm of velocity, which is Doppler velocity; a storage unit that stores a [theta]-rV curve (characteristic curve) indicating the relationship between the azimuth angle [theta] and an rV value (characteristic quantity) given by the product of the distance and the speed at a predetermined speed; and a processor that estimates the velocity of the moving body on the basis of the detected value rm of the distance, the detected value [theta] m of the azimuth angle, and the detected value Vm of the velocity, the processor calculating a measured value (rm * Vm) of the rV value by multiplying the detected value rm of the distance and the detected value Vm of the velocity. The estimation result of the velocity is acquired on the basis of the [theta]-rV curve, the measured value of the rV value, and the detected value [theta] m of the azimuth angle.
