The method specifically comprises the following steps: firstly, aiming at a single bus, dividing operation time into a plurality of departure time periods, and traversing feasible departure intervals in each time period; then, on the basis of the historical passenger flow, the traveled mileages of all passengers in each departure time period are summed, and the actual transport capacity demand value corresponding to each departure time period is obtained; then, calculating a transport capacity providing value corresponding to each time period by using the departure interval; calculating a transport capacity matching value corresponding to each time period based on a difference value between the two, and constructing an evaluation function; and finally, the departure time periods are selected one by one according to the time sequence, the departure intervals in the time periods are selected one by one, the departure intervals are evaluated by using the evaluation function, the departure interval with the minimum evaluation value in each time period is selected, and a departure time point sequence of the bus is formed. The operation cost of a bus company is effectively reduced, and the actual requirements of passengers are met.
