According to the method, the thermal control total power serves as a regulation and control target, the thermal control power is autonomously distributed, the working state of an electric heating loop is planned as a whole, the electric heating power in the autonomous thermal control process is compressed, and the power consumption of a whole satellite platform is reduced.
