The invention relates to the technical field of new materials for tire manufacturing, and especially relates to a tire tread rubber composition, a mixing method thereof, and a low-rolling-resistance all-steel radial tire. The tire tread rubber composition is prepared by mixing the following raw materials: 100 phr of raw rubber, 35 to 50 phr of carbon black, 5 to 15 phr of silica powder, 1.0 to 2.0 phr of a silane coupling agent and 0.2 to 0.8 phr of organic thiophosphate. The new silica powder is coupled with the silane and the organic thiophosphate to be used in the all-steel radial tire tread formula, the heat generation characteristic is lower than that of white carbon black, meanwhile, the problem that the white carbon black is difficult to disperse is solved, the rubber processability is improved, meanwhile, the abrasion performance loss is small, the specific gravity is light, oil is saved, a the price is low, industrial production is facilitated, and the economic value is comprehensively improved.
