The invention discloses an omni-directional moving chassis and an AGV, and relates to the field of building robots. The omni-directional moving chassis comprises a frame, at least two wheel sets, mounting pieces and steering mechanisms. The wheel sets are provided with two driving wheels which are rotatably installed on the mounting pieces, and the rotating axis of each driving wheel is transversely arranged. The mounting pieces and the driving wheels are arranged in a one-to-one correspondence mode, the mounting pieces are axially fixed and circumferentially and rotatably arranged on the frame, and the rotating axes of the mounting pieces are vertically arranged. Each steering mechanism comprises a driving system fixed to the frame and a transmission system corresponding to the driving wheels, and the transmission systems are in transmission connection with the driving systems and the corresponding mounting pieces, so that when the driving systems drive the transmission systems to rotate, the two driving wheels can be driven by the corresponding mounting pieces and deflect in situ in the same direction. The omni-directional moving chassis can deflect in situ in two directions, travel in all directions and move at differential speed, and the effects of improving field adaptability, improving structural reliability, improving movement flexibility, improving equipment economy and reducing structural complexity are achieved.
