The invention relates to a vehicle parking and charging integrated device based on AI video positioning and ETC billing, and belongs to the technical field of new energy vehicles. The device comprises a charging pile device, an AI video module and an ETC antenna module. The charging pile device is used for sending a charging instruction containing the charging cost to the background manager and responding to the control of the background manager to charge the vehicle; the AI video module is arranged on the charging pile device and used for photographing vehicles entering and leaving parking spaces and sending collected and recognized vehicle information and vehicle entering and exiting states to the background manager; and the ETC antenna module is arranged on the charging pile device and is used for responding to a fee deduction instruction which is sent by the background manager and is used for deducting the parking fee and the charging fee from the ETC account and automatically deducting the fee corresponding to the fee deduction instruction from the ETC account. The device can meet the double requirements of parking and charging at the same time, parking and charging fees are paid in a non-inductive mode through an ETC channel, so that a vehicle owner does not need to carry out any payment operation.
