The invention discloses a counterweight balancing system of a flat energy elevator. The system comprises an elevator car and an elevator shaft and further comprises a counterweight frame and a plate strip. Plate belt pulleys are arranged on the elevator shaft; the two sides of the top of the elevator car are both connected with the plate strip, and the plate strip bypasses the plate strip pulleys to be connected with the counterweight frame; a counterweight rope is connected between the counterweight frame and the elevator car; and the elevator car is matched with the elevator shaft through a first guide structure, and the counterweight frame is matched with the elevator shaft through a second guide structure. The counterweight balancing system of the flat energy elevator is high in safety, high in movable speed and capable of saving energy.
