The programmable logic controller is connected with the car, the traction machine and the transmission device. Within a certain range, after the load of the car changes, the programmable logic controller controls the transmission device to change the transmission ratio, the radius of a section wheel of a driving wheel pulled by the counterweight and the radius of a section wheel of a traction wheel of the traction machine are set to be the same, the actual weight of the car comprising the load is set to P1, the actual weight of the counterweight is set to W, then the transmission ratio is changed to P1/W, in this way, the acting torque of the car to a traction wheel shaft is P1*R, R is the radius of the section wheel of the traction wheel, and the acting torque of the counterweight to the traction wheel shaft is W*P1/W*R=P1*R. The load torque of the traction weight of the traction machine is made to be zero. The frequency of positive work and negative work of the traction machine on the traction weight is reduced, and energy and electricity are saved.
