The high-maneuverability propelling system comprises a navigation body, two rim propellers, two groups of side wings, a propelling system and a pressure system, the side wings are symmetrically fixed to the two sides of the navigation body. The rim propellers are arranged at the ends, away from the navigation body, of the side wings. Pressure difference is formed on the two sides of the propelling system through the pressure system, the rotating shafts are driven to rotate, then the rim propellers are driven to do single-degree-of-freedom rotating motion, the direction of force generated by the rim propellers is changed, the advancing posture of the aircraft is adjusted, and the maneuverability of the aircraft in the aspects of course changing, floating and diving is improved.
