The method comprises the following steps of: S1, setting a first base station and a second base station or other base stations, and measuring a real distance value between the first base station and the installation site of the second base station or other base stations; S2, setting an upper computer, and configuring receiving radius values and data heartbeat time of the first base station and the second base station in the upper computer; and S3, enabling the upper computer to send out data and communicate with the first base station and the second base station through a network, and acquiring vehicle positioning information. According to the invention, the method for estimating the average speed of the moving targets in the positioning interval of the underground area has the advantages that on the premise that existing hardware equipment is not changed, the vehicle average running speed calculated through the method is more accurate, and a data basis can be better provided for driving safety.
