The device comprises a track, a base station and a wireless laser scanning track car. The track is laid along a bridge. The base station is located on the track, and the base station is provided with a base station communication module and a base station wireless signal transmission module. The wireless laser scanning track car is used for driving along the track, a three-dimensional laser scanning module and a track car wireless signal transmission module are arranged on the wireless laser scanning track car, the three-dimensional laser scanning module is used for conducting laser scanning on the bridge, and the track car wireless signal transmission module is used for being in butt joint with the base station wireless signal transmission module to achieve information transmission. Based on the self-charging technology and the three-dimensional laser scanning technology, wireless monitoring of the underwater structure of the bridge is achieved, the spatial three-dimensional form of a scanned object can be completely reconstructed with high precision, the surface of the scanned object does not need to be treated, and non-contact measurement is truly achieved.
