The invention discloses a tower crane variable-amplitude trolley and a tower crane. The trolley comprises a trolley frame, wherein the inner sides of the four corners of the trolley frame are each provided with a walking wheel mechanism used for walking on a crane boom guide rail of the tower crane, the bottoms of all the walking wheel mechanisms are located in the same plane, the two walking wheel mechanisms are floating walking wheel mechanisms capable of moving up and down in the vertical direction, and the other two walking wheel mechanisms are fixed walking wheel mechanisms, a vertical plane is imaginary to equally divide the trolley frame into two halves, and the horizontal extension direction of the vertical plane is consistent with the walking direction of the tower crane variable-amplitude trolley on the tower crane boom guide rail, and one floating walking wheel mechanism is located on one side of the vertical plane, and the other floating walking wheel mechanism is located on the other side of the vertical plane. According to the tower crane variable-amplitude trolley, the four walking wheels of the tower crane variable-amplitude trolley can walk on the same plane relatively, so that the tower crane variable-amplitude trolley is stressed more uniformly.
