The driving unit and the execution unit are arranged in the shell; the driving unit is connected to one end of the execution unit; and the buoyancy bag is arranged outside the shell and connected to the otherend of the execution unit. The buoyancy bag is of a volume-variable structure. By means of the arrangement, the driving unit can adjust the buoyancy adjusting device to sink and float only by providing power for changing the size of the buoyancy bag, and a propeller does not need to be used for pushing all the time, so that energy is saved, meanwhile, the cruising ability of the buoyancy adjusting device is improved, and the long-time working ability of the buoyancy adjusting device is guaranteed.
