The invention discloses a ship monitoring method, device and equipment and a readable storage medium, and the method comprises the steps of carrying out the video snapshot detection of a monitoring region, and determining a target ship passing through the monitoring region and a current arrival and departure record of the target ship; judging whether the AIS equipment of the target ship is startedor not by utilizing the AIS signal; if so, sending a boarding check notification to the law enforcement terminal by using the ETL tool under the condition that the latest ship arrival and departure report submitted by the target ship is not matched with the current arrival and departure record; and if not, executing the step of sending a boarding check notification to the law enforcement terminalby using the ETL tool. According to the method, effective supervision can be carried out on ship arrival and departure from multiple dimensions, so that the maritime affair department can timely andaccurately grasp the ship arrival and departure conditions of an administrative region, navigation assistance service and traffic organization service can be better carried out, the navigation order can be effectively standardized, and the ship operation and port wharf turnover efficiency can be improved.

    本发明公开了一种船舶监控方法、装置、设备及可读存储介质,该方法包括:对监控区域进行视频抓拍检测,确定出通过监控区域的目标船舶,及目标船舶的本次进出港记录;利用AIS信号判断目标船舶是否开启AIS设备;如果是,在目标船舶递交的最新船舶进出港报告与本次进出港记录不匹配的情况下,利用ETL工具向执法终端发送登船检查通知;如果否,执行利用ETL工具向执法终端发送登船检查通知的步骤。该方法可从多个维度,对船舶进出港进行有效监管,有利于海事部门及时、准确的掌握辖区船舶进出港情况,更好的开展导助航服务、交通组织服务,有效规范航行秩序,提高船舶营运和港口码头周转效率。
