The invention discloses a lifting type rotary drum sail device. The device comprises a supporting assembly, a shear fork type lifting assembly and a sail assembly. The sail assembly and the shear forktype lifting assembly are installed on the supporting assembly. The shear fork type lifting assembly is positioned in the sail assembly; the sail assembly comprises an outer cylinder, a first inner cylinder, a second inner cylinder, a baffling assembly and two guiding assemblies; and the shear fork type lifting assembly comprises a lifting plate, a bearing plate, an electric cylinder, two sets offirst supporting rods and two sets of second supporting rods, the two sets of guide assemblies comprise two sets of sliding blocks and two sets of sliding grooves, and the supporting assembly comprises a fixing plate, a supporting plate, a supporting shaft and a power assembly. The rotary drum sail device can solve problems that when an existing rotary drum sail device utilizes wind energy, a wind energy contact surface is limited, a wind energy utilization rate is low, the rotary drum sail device cannot be lifted, and operation of a suspension arm on cargo loading and unloading of a ship iseasily affected.
