The invention relates to a large-slenderness-ratio load system for underwater laying and recovering of a manned submersible. The system comprises a manned submersible and a manned cabin. A hydraulic source, a winch, an auxiliary mechanism and an underwater power supply are installed on the manned submersible outside the manned cabin, and a control box is installed inside the manned cabin; the winch is connected with a claw through a load-bearing umbilical cable; the auxiliary mechanism comprises multi-stage hydraulic cylinders which are arranged at intervals; the top of a cylinder body of eachmulti-stage hydraulic cylinder is hinged to the outer portion of the manned submersible through a first hinge base. The head of a piston rod of each multi-stage hydraulic cylinder is hinged to a long-strip-shaped support through a second hinge base. The two long-strip-shaped supports are arranged in parallel in a spaced mode, a small motor is fixed to the inner side of each long-strip-shaped support, the output end of each small motor is connected with a small gear, a rotating bracket having a semicircular structure is installed between the two long-strip-shaped supports, arc-shaped racks arearranged on the outer circumferential face of the rotating bracket, the small gears are meshed with the racks, and loads are arranged in the rotating brackets. The work reliability is high.
