The device has the beneficial effects when the height of a rotor needs to be reduced, a second pipe is rotated, a first external thread block is enabled to be separated from a first threadedgroove in a first pipe, a handle is lifted, the handle drives a movable groove to ascend through a U-shaped block and a movable shaft, a spring is compressed, each T-shaped column is pulled out from an corresponding slot, the handle is gripped and rotated, a third external thread block is enabled to be separated from the first threaded groove in the second pipe; an outer pipe is enabled to be separated from first threaded teeth of the outer wall of the second pipe; a second threaded groove in the outer pipe is in threaded connection with the first threaded teeth in the first pipe; the third external threaded block is in threaded connection with the first threaded groove in the first pipe; the handle is loosened, the spring stretches and abuts against the bottom of the T-shaped column to beinserted into the slot from the interior of the insertion hole, and the stability of the connected outer pipe is improved through insertion of the T-shaped column and a top cover to the outer pipe.
