The present invention relates to a deep learning-based downtown traffic congestion prediction, and a deep-learning based downtown traffic congestion prediction and a signal control solution method implemented in a signal control solution server. According to an embodiment of the present invention, the deep learning-based downtown traffic congestion prediction, and the deep-learning based downtowntraffic congestion prediction and the signal control solution method implemented in the signal control solution server comprises the steps of: analyzing a traffic demand pattern for each intersectionor an outflow traffic volume behavior for each area according to a traffic signal control and determining a specific intersection as a control target intersection based on a result of the analysis; analyzing data for the control target intersection among predetermined customized composite data, and a plurality of image data for the control target intersection in terms of time and space and generating a two-dimensional space-time image; generating a real time traffic congestion index by using the two-dimensional space-time image for the control target intersection, and the two-dimensional space-time image for the control target intersection data among the customized composite data; and controlling a signal of the control target intersection according to the real time traffic congestion index.
