The invention discloses a gravity center and inertia adjusting device for a ship and ocean engineering model. The gravity center and inertia adjusting device comprises a test base device, a test frame, a first movable pendulum device, a second movable pendulum device and a pendulum bracket, wherein the bearing test frame is arranged on the top surface of the test base device; the test base deviceis an installation and supporting platform of the overall measurement and adjustment device; the first movable pendulum device and the second movable pendulum device are symmetrically arranged at thetwo ends of the top surface of the bearing test frame; the pendulum bracket is arranged between the first movable pendulum device and the second movable pendulum device, and is rotatably connected with the first movable pendulum device and the second movable pendulum device respectively; the pendulum bracket is used for mounting and fixing a ship to be tested; the first movable pendulum device andthe second movable pendulum device are used for realizing inertia measurement and three-dimensional centroid angle rotation of the ship; and the test frame is used for supporting the first movable pendulum device and the second movable pendulum device, and movably adjusting the first movable pendulum device and the second movable pendulum device.
