The invention discloses a safe and energy-saving type permanent magnet synchronous traction machine. The safe and energy-saving type permanent magnet synchronous traction machine comprises a permanent magnet synchronous motor, a traction sheave and a brake. The permanent magnet synchronous motor comprises a stator assembly and a rotor assembly. The rotor assembly comprises an outer rotor and an inner rotor. The rotor assembly is fixedly connected with the traction sheave and drives the traction sheave to rotate. The stator assembly is provided with an inner stator coil corresponding to the outer rotor and an outer stator coil corresponding to the inner rotor. The inner stator coil and the outer stator coil work alternatively or synchronously to drive the rotor assembly to rotate. The operation modes are diverse, high-speed operation of an elevator is achieved through combined operation of the inner rotor, the outer rotor, the inner stator coil and the outer stator coil, the speed can reach 10-30 m/s, electricity can be generated through the coils, and energy conservation and environmental protection are achieved. The inner and outer stator coils of the traction machine work alternatively, operation of the traction machine is effectively ensured, and as five brake modes are provided, the safety performance is greatly improved.
