A climbing construction device with retaining clips comprises a double arm rod base frame, retaining clip climbing arms, a maintenance construction arm and a ground controller, wherein a telescopic arm rod is arranged at one end of the double arm rod base frame; a rotating arm rod is arranged at the other end of the double arm rod base frame; the retaining clip climbing arms are arranged at end parts of the telescopic arm rod and the rotating arm rod; each retaining clip climbing arm comprises an openable climbing clip and a variable amplitude arm rod; the maintenance construction arm is mounted at an end part of the telescopic arm rod or the rotating arm rod; a tool sleeving base is arranged at the end part of the maintenance construction arm. As the climbing construction device can be clamped on a pipeline and a bracket at various angles, a user can not only climb along the pipeline, but also climb to another pipeline; the maintenance construction arm can be matched with a maintenance tool, a camera shooting probe, a flue gas monitor probe, a gas sampling tank and the like, so as to conduct maintenance and construction on the pipelines, that is, not only is the maintenance cost reduced, but also the maintenance time is shortened, and safety accidents such as high place falling of a maintenance worker can be avoided. Therefore, the climbing construction device is reasonable in structure, simple to operate and control, and can be used for pipeline climbing to realize maintenance and construction.
