The invention provides a safety belt winding device, which comprises a framework, a winding shaft, a locking device, a locking mechanism, a pre-tightening mechanism and a rotation transmission component, wherein the locking device comprises a locking gear and a locking claw; through the engagement of the locking claw and the locking gear, the rotation of the winding shaft in the pulling-out direction of a woven belt can be prevented; the locking mechanism is used for changing the locking claw from an engagement-unallowed state indicating that the locking claw cannot be engaged with the locking gear into an engagement-allowed state when detecting that the pulling-out acceleration of the woven belt or the vehicle acceleration exceeds a preset value; the pre-tightening mechanism rotates for enabling the locking gear to rotate in the winding direction of the woven belt; the rotation transmission component transmits the rotation of the pre-tensioning mechanism to the locking claw through the locking mechanism, so that the locking claw can be changed from the engagement-unallowed state indicating that the locking claw cannot be engaged with the locking gear into the engagement-allowed state and can maintain the engagement-allowed state. The safety belt winding device according to the invention has the advantage of lower manufacturing and development cost.
