The invention provides a safety belt winding device, comprising a winding shaft, a motor and a clutch. The clutch comprises a gear, a rotor, a locking lever, a holding part, a ring and a gasket. The rotor comprises a main body portion and a flange portion which is arranged on one side of the main body portion and protrudes outwards radially. The end face of one side of the gear is in sliding contact with the flange. The ring is provided with an outer cover portion which presses the gear and elastic claws which are arranged on the inner side of the outer cover portion in the circumferential direction. The elastic claws are abutted between the gear and the rotor so as to transmit rotation of the gear to the rotor. A peripheral portion of the gasket presses the outer cover portion of the ring. The gasket is in sealing contact with the main body portion of the rotor, so that a confined space is formed among the gear, the rotor and the gasket. According to the invention, metal powder produced by the friction between the elastic claws and the rotor are sealed in the confined space, and is not spread to the whole clutch mechanism, so that the condition that transmission and the service life of the clutch are influenced by the metal powder is avoided, and therefore the service life of the clutch is prolonged.
