The invention relates to a silencing air duct and a railway vehicle. The silencing air duct is installed at an air supply outlet of an air conditioning unit. The silencing air duct comprises an air duct body. An air inlet and an air outlet are formed in the air duct body, a plurality of guide plates which are arranged radially and a plurality of silencing plates which are arranged parallelly are sequentially arranged between the air inlet and the air outlet in the air flowing direction, and air flow paths are formed among the guide plates and among the silencing plates. The silencing air duct and the railway vehicle are simple in integral structure and convenient to install. The air flow paths in the air duct are redesigned, and aerodynamic noise inside the air duct is effectively reduced as the guide plates and the silencing plates are arranged. Besides the guide plates and the silencing plates, perforated plates are also arranged at two sides of the air duct to further reduce the aerodynamic noise inside the air duct, and thus the noise is effectively eliminated by more than 14 dB(A).
