The invention provides a traction motor cooling device. The traction motor cooling device comprises an air inlet duct; the air inlets of the air inlet duct are arranged in pneumatic positive-pressure areas of the head of an electric locomotive; air inlet grids are installed at the air inlets of the air inlet duct; the air inlet duct is provided with and communicated with traction air ducts; and air outlets of the traction air ducts are communicated with air inlets of traction motors of the electric locomotive. According to the invention, since the air inlets are arranged in the pneumatic positive-pressure areas of the head of the electric locomotive, air flow, during driving, naturally enters from the air inlets of the air inlet duct, is then filtered by the air inlet grids, then enters the traction air ducts and eventually enters the traction motors through the air inlets of the traction motors, thereby realizing cooling of the traction motors. With such a structure, pneumatic positive pressure in driving of the locomotive is utilized to cool the traction motors, so the power of using blower fans is reduced, or blower fans are omitted, and vibration and noise produced in operation of the blower fans are eliminated or reduced. The invention further provides the electric locomotive including the traction motor cooling device. The technical main points of the electric locomotive are as is mentioned above.
