The invention relates to a device for setting the maximum allowable speed of a ship. The device comprises a GPS positioner, a wireless communication interface, a scattering type visibility viewer, a weight inputting device and a control device, wherein the control device is connected with the GPS positioner, the wireless communication interface and the scattering type visibility viewer to receive the width value of the water channel where the ship travels currently, the traffic density of the current route, and the visibility of the current position of the ship, the weight inputting device is used for setting three weight factors corresponding to the width value of the water channel, the visibility and the traffic density of the route for ship speed control, the control device is connected with the weight inputting device, and the maximum allowable speed of the ship at the current position is determined according to the width value of the water channel, the visibility, the traffic density of the route and the three weight factors. By the adoption of the device, different proper safety speeds can be set flexibly under complicated and changing water conditions, and ship accidents are effectively avoided.
