The invention relates to a device for setting maximum allowable speed of a ship. The device comprises a GPS locator, a wireless communication interface, a scattering visibility visualizer, a weight input device and a control device. The control device is respectively connected with the GPS locator, the wireless communication interface and the scattering visibility visualizer to receive waterway width value of a waterway where a current ship route of the ship is located, ship route traffic density of the current ship route and the visibility of the current location of the ship. Three weight factors respectively corresponding to the waterway width value, the visibility and the ship route traffic density used for controlling the speed of the ship are set by the weight input device. The control device is connected with the weight input device. According to the waterway width value, the ship route traffic density, the visibility and the three weight factors, the maximum allowable speed at the current position is determined. According to the device, different safe speeds suitable for ship traveling can be flexibly arranged on the conditions of complicated water surfaces, and marine accidents can be effectively avoided.
