The invention provides a rotating shaft device and a vehicle-mounted bracket using the rotating shaft device. The rotating shaft device is used for connecting the vehicle-mounted bracket to a vehicle so as to facilitate that the vehicle-mounted bracket is adjusted to a required angle. The rotating shaft device comprises a main shaft, a torsional spring, a fixed part, a rotating part and a sliding part, wherein the torsional spring is arranged on the main shaft in a sleeving manner, one end of the fixed part is provided with a first convex column, one end of the rotating part is provided with a second convex column and a clamp groove, the other end of the rotating part is provided with an accommodating groove, the first convex column is connected with the accommodating groove, one end of the main shaft is provided with a groove and a clamping groove, the second convex column is rotationally accommodated in the groove, the sliding part is provided with a through hole and a press block accommodated in the through hole, the rotating part after passing through the through hole rotates around the main shaft and the fixed part, and the press block is accommodated in the clamp groove of the rotating part and selectively clamped in the clamping groove of the main shaft so as to lock the main shaft and the rotating part.
