An operation management center (20) divides the operational area in which an on-demand bus (10) operates into multiple prescribed sub-areas, and searches for candidate routes on which the on-demand bus (10) travels in each resulting sub-area. In addition, the center (20) sets one of the retrieved routes as the base route, and sets as the adjustment time for each sub-area the time required when the bus passes through a location separated from this base route. Thus, by setting an adjustment time for each sub-area and by using the adjustment time that has been set for each sub-area, the center (20) is able to determine an operation plan which takes into account additional demand while reducing the impact on the operation plan that has been determined.
