The invention discloses a windlass mechanism for engineering machinery and the engineering machinery. A fixed pulley is arranged at the tail end of a crane jib of the engineering machinery; the windlass mechanism comprises a hoisting winch, a lowering winch and a working weight, wherein the hoisting winch is arranged on a pedestal of the engineering machinery; a steel wire rope of the hoisting windlass bypasses the fixed pulley and is wound into a multi-rate steel wire rope assembly which is connected with the lowering winch; the lowering winch is connected with the working weight through a single-rate steel wire rope. The windlass mechanism disclosed by the invention comprises the hoisting winch and the lowering winch which are connected in series, the hoisting winch is used for controlling hoisting and the lowering winch is used for controlling on-load lowering. By the adoption of the technical scheme, the windlass mechanism has two functions, namely low-speed heavy-load hoisting and high-speed lowering and can realize continuous impact working; in addition, the windlass mechanism is simple in structure and relatively low in cost.
