Abstract Japan has made great strides in space since it first formulated a space policy in 1978. In a follow-up to the article published in the August 1989 issue of Space Policy, Shogo Kurachi describes the Fundamental Guidelines for Space Policy updated in June 1989 and the annually revised Space Development Programme. Of particular significance are the new goals of seeking international cooperation, progressing towards a manned space capability and promoting the role of the private sector in space.
