Abstract Transportation policy is subject to conflicts among the users, providers, and investors in transportation. This paper describes methods and procedures to determine the impact of various national transportation policy alternatives. Values held by the major groups involved are assessed and criteria applied to determine the relative importance of various values and policies to these groups.
