Abstract This paper describes a model for assessing national urban transportation policy alternatives and its application in the 1974 National Transportation Study in the U.S. This multimodal version of the TRANS-Urban model system employs an aggregate modelling technique which treats each urban area as a single analysis unit. Given a level and mix of funds, the model calculates the amount of highway and transit facilities, travel demand by mode, system performance, and external impacts such as fatalities, land consumed, air pollution, dislocations and energy consumed. The model was applied to assess the effects of alternative funding and pricing policies for the 64 largest urbanized areas.
