Technical and economical possibilities are analyzed and it is found that goals can be achieved by application of optimization criteria, namely, mission flexibility, net growth payload, and cost effectiveness; in particular, manned planetary stations call for fast systems; this can be achieved by using nuclear propulsion systems; nuclear pulse propulsion system Orion, gaseous core reactor, and solid core reactor Nerva II, are compared with respect to payload, propulsion requirements and operational costs; results of analysis show Orion as most promising system.
