Two limiting requirements tend to emphasize magnitude of design problem -- from instant of launch, Earth landing system must be capable of performing its prescribed function, and it must know flight status at all times so that it can react to number of situations; paper describes system design concepts embodied in requirements and interplay between total vehicle design problems and those related to landing system design; crew functions are major consideration in achievement of design flexibility and high reliability.
