In urban transportation networks, road flows may be unbalanced because of the difference of traffic demand in space (e. g. on/off duty). Aiming to make full use of the existing road resource and alleviate transportation congestion, a reserve capacity model of optimal lane allocating is proposed. The lane numbers in both directions of two-way roads and signal timing parameters of intersections are optimized to make the traffic distribution more balanced in lanes, so as to make the network accommodate more traffic demand. A bilevel programming model is proposed: the lower-level problem represents a network equilibrium model; the upper-level problem is to allocate lanes and optimize signal timing to maximize reserve capacity of road networks, taking account of drivers' route choice behavior. A numerical example is presented to illustrate the application of the model.
