Traffic flow state identification is an important foundation for intelligent traffic management and traveler information service systems. By analyzing traffic flow data of expressways and arterial roads in Beijing through following models, such as single quadratic parabola model, segmented traffic flow model and so on, this paper studied the thresholds to identify the traffic state of expressways and arterial roads in Beijing. The results show that it is feasible to use travel speeds for identifying the traffic flow state.
