Keep-Right-Except-To-Pass is one of the basic laws in most nations which specifies right-hand traffic (RHT) as a uniform road traffic flow. Not only is it a law, but also a guide on how to maintain order on freeways. With an increasing number of vehicles, it is an efficient rule to make vehicles at different speeds share the road safely and orderly. In this research, we defined a two-lane Cellular Automata model based on NaSch model to simulate this rule. Analyzing the performance in light and heavy traffic, we found results agreed with the classic three-phase traffic theory. The average overtaking counts per vehicle was calculated to measure the safety. Thereby an optimized model with the balance of flow rate and safety was established by using the speed limit condition. The result reveals that the value which measures the safety comes to the highest when a certain speed limit was set. In addition, an ideal model was proposed to simulate without the Keep-Right-Except-to-Pass rule.
