The keep-right-except-to-pass is a basic rule for driving on the road. This paper addresses the performance of the keep-right-except-to-pass rule, which requires drivers to keep driving on the right-most lane unless they are passing another vehicle, and they must turn back into the right lane once they finish overtaking. In this process, overtaking behavior has a major influence on the traffic flow. Hence, we firstly deliberate five steps of the overtaking process. Second, the symmetric two-lane cellular automaton model which considers the rules of lane-changing is proposed. Third, by analyzing the collected data, we know the variation curve of lane-changing times is just like a parabola with traffic volume increasing. Also, the traffic safety performance decreases with rising lane-changing times. Therefore, the slower-traffic-keep-right rule is proposed to replace the former rule in the condition of heavy traffic, which permits cars to keep driving in the fast lane after overtaking.
