To improve the logistics efficiency of fresh agricultural products in China, the “green channel” circulation network has been established on the national freeway network. Tolls for vehicles that legally load agricultural products can be discounted or free. Such vehicles are called “toll-free logistics vehicles” (TFLVs). Highway administrators spend much money and human resources to check TFLVs to confirm their identification, so they are seeking a more effective way to conduct this work. This paper analyzes the toll evasion behavior of fake TFLVs drivers based on TFLV inspection data collected in Shaanxi, China. The dataset was divided into two groups, for model calibration and validation. After data sampling, variable attribute discretization, and data normalization, some variables extracted from TFLV inspection data can be applied in model estimation. A logistic regression model was developed to determine the relationship between these variables and the occurrence of fake TFLVs. Model sensitivity and specificity were evaluated based on validation data. The results of this study are expected to help highway administrators improve accuracy and efficiency of fake TFLVs inspection.
