First, according to a traveler's behavior model, a route diversion model and a queuing model are proposed. Second, a traveler's behavior is contrasted between equipped and unequipped Traveler Information Systems under incident conditions during the peak period. We consider the evolution of queue length on a network with two links network considering an incident bottleneck(Please revise the sentence). Traveler Information Systems impacts(impacts of traveler Information system) are demonstrated which can make the network operate closer to system optimal equilibrium during the incident period. Last, the model is analyzed and validated by a numerical example.
