According to the Long Term Railway Network Development Plan, 18 railway container logistics centers will be built in China. At the same time, passenger dedicated line (PDL) network, will bring about passenger and freight separation and improve freight transportation capability in railway effectively, and will also be built. In this paper, the assignment method of container freight in network with PDL is discussed based on the logistics centers flow forecasting by gray model. After analyzing the factors which affect container liner train organization above, the approach to construct the container liner train operating plan of one center is proposed.
