The main trend in the development of the transport sector and systems is their digitalization. Transport and logistics systems (TLS) have acquired a decisive strategic importance for ensuring competitiveness and a new level of development in the field of transport and logistics. With the fundamental technological transformation of ICT-based TLS, there is a problem of compatibility and interoperability not only of the hardware and software, but also of the underlying models, therefore, the concept of interoperability of systems of different scale and purpose assumes particular importance. To solve the problem of interoperability in TLS it is necessary to introduce common information and technological solutions. The ultimate goal of the integrated strategy, which includes TLS interoperability, is to create systematic organizational and technical arrangements and digital tools that provide a risk-based approach in a rapidly changing external environment. The system engineering approach covers the whole life cycle and processes of the system, determines the logic of construction and the evaluation of the efficiency of its functioning. The methodological recommendations received use the concept of Supply Event Management (SCEM) to implement decentralized control and risk management. Such management functions can be part of the strategy and operational management of cargo owners in TLS.
