This chapter describes the methodology and approaches needed to analyze toll road revenue bonds. Distinctions between the analyses required to study an already established entity and that needed to determine the risks entailed in a new project for a Greenfield road is also explored in this chapter. With highway congestion growing steadily, states have finally embraced toll roads as a principal source of funding new highways. New toll collection technologies have made it easier for the public to accept paying tolls. New groups of investors, not just those who purchase tax‐exempt debt must learn how to analyze toll supported projects. Analysts at the forefront of the discussions in the years ahead need to understand more fully the risk factors for start‐up toll roads.
