This work describes a comprehensive experimental program that was conducted in Israel in order to evaluate the consequences of a radiological dispersive device (RDD) explosion or a silent dispersion of radioactive material by terrorists. Together with the results obtained by others, the results obtained in this program are used in order to draw a basic outline for a system that can minimize the possibility and outcome of such an event in any critical transportation system. The implementation of these recommendations is not simple due to system's high installation and operating costs and its disturbance to the movement of passengers and goods. It is in the hands of decision makers to decide whether they prefer the security of our critical transportation systems against a radiological terror event along with the extra cost and delays that these reinforced security steps may cause.
