Data collection, data integration, and data delivery (3-D) is an integral component in a highway infrastructure management system. For decades, the process of data collection for highway management has been gradually improved in the areas of methodology and technology. However, there still exist problems and difficulties in gathering critical structural information on the condition of the pavement system. The importance of data integration was not taken seriously in many public works agencies. The efficient and effective delivery of collected and integrated data to end-users is not been realized. This paper attempts to demonstrate the critical needs to improve the processes of the 3-D. Specifically, developments in collecting photologging data and images of pavement surface distress are presented. For data integration and delivery, the paper illustrates a Multimedia based Highway Information System (MMHIS), exploiting new technologies in digital video, relational database, multimedia synchronization, geo-referencing, and terrain surface modeling. The paper also presents the design of the next-generation highway data vehicle that is under development.
