At present there is no generally accepted safety regime for very fast craft, in particular Wing-In-Ground (WIG) craft. Current discussions at the IMO aim at developing a new Code of Safety for this type of craft which is largely based on the existing High Speed Craft Code. While elements of the High Speed Craft Code may be retained and applied to WIG craft, the authors advocate a broader approach that places particular emphasis on risk based methods. This paper puts forward an approach to safety regulation for WIG craft that builds on a core of prescriptive regulations. It incorporates risk assessment for all safety relevant systems as well as the operating characteristics of the craft and the safety management system. It is not intended to present a comprehensive safety concept as it is felt that this will evolve along with the technical development of these craft. However, a general approach is outlined together with suggestions for specific criteria applied to the craft structure and a proposal for a systematic evaluation of risks associated with the craft's systems.
